Inter-State Travel Ban Lifted - COVID-19 PTF

The Federal Government has added another four weeks to the second phase of the eased lockdown, but partially lifted the ban on interstate travel.
Chairman of the Presidential Taskforce PTF on Covid-19 and Secretary to the Government of the Federation SGF, Mr. Boss Mustapha disclosed this at a briefing Monday in Abuja.

He said there will be a safe re-opening of schools to allow finalist students back to classes within this extended phase, while interstate movements would only take place, although outside curfew hours.
Announcing the new development, the SGF said; “I am pleased to inform you that Mr. President has carefully considered the 5th Interim Report of the PTF and has accordingly approved that, with the exception of some modifications to be expatiated upon later, the Phase Two of the eased lockdown be extended by another four weeks with effect from Tuesday, June 30, 2020, through Midnight of Monday, 27 July 2020″.
“Specifically, however, the following measures shall either remain in place or come into effect: Maintaining the current phase of the national response for another four weeks in line with modifications to be expatriated by the National Coordinator; Permission of movement across State borders only outside curfew hours with effect from 1st July 2020; Enforcement of laws around non-pharmaceutical interventions by States, in particular, the use of face masks in public places; Safe re-opening of schools to allow students in graduating classes resume in-person in preparation for examinations and; Safe reopening of domestic aviation services as soon as practicable”.

APC NEC Dissolves National Working Committee

The current National Working Committee (NWC) of the All Progressives Congress (APC) has been dissolved.

This formed part of decisions taken on Thursday at the meeting of the APC National Executive Council at the Council Chambers of the Presidential Villa in Abuja.

The party took the decision to dissolve its NWC based on the recommendations of President  Muhammadu Buhari.

The President also called for the immediate suspension of all pending litigations involving the party and its members, as well as the ratification of the party’s governorship primary election recently conducted in Edo State.

He conPresident Buhari, therefore, appointed Yobe State Governor, Mai Mala Buni, to head the new Caretaker Extraordinary Convention Planning Committee for the party.

The governor was immediately sworn in at the meeting by the Minister of Justice and Attorney-General of the Federation (AGF) Abubakar Malami.demned the recent crisis within the party, stressing the need for members to enforce party discipline.


Obaseki set to emerge PDP candidate as Imasuangbon steps down


Governor Godwin Obaseki is set to clinch the Peoples Democratic Party, PDP, governorship ticket as his fellow aspirant, Kenneth Imasuangbon stepped down a few hours to the delegate election.
2, 229 party delegates thronged the Samuel Ogbemudia Stadium, Benin City in the early hours of Thursday but their work has now been made easier with the choice made by the philanthropist cum politician.
The duo of Engr. Gideon Ikhine and Hon. Omoregie Ogbeide-Ihama had earlier let go of their aspirations in support of Obaseki.

Voting would go on nonetheless based on affirmation with Governor Obaseki now set to fly the PDP flag in the September 19 election.

Ondo State SSG dumps Apc, joins PDP

Secretary to the Ondo State Government, Ifedayo Abegunde– alongside two Commissioners and five Special Advisers– has resigned his membership from the All Progressive Congress (APC), and joined the bandwagon of the People’s Democratic Party (PDP).

Ajayi says everybody knows why he left the APC.

Ondo State Deputy Governor, Agboola Ajayi has resigned his membership of the All Progressives Congress to join the Peoples Democratic Party.

Ajayi defected shortly after he was restrained from going out of the Government House by the state Police Commissioner, Bolaji Salami and his team.

According to The Punch, Ajayi tendered his resignation letter at the APC secretariat in Apoi Ward 2, Ese Odo LGA, saying everybody knew why he left the APC.

The Deputy Governor thereafter went to the PDP Secretariat where he announced his defection to the party and obtained his party card.

EDO STATE GOVERNOR OFFICIALLY JOINS PDP

The much-awaited day finally came as Governor Godwin Obaseki formally joined the Peoples Democratic Party (PDP) after his recent resignation from the All Progressives Congress.

He was received by the leadership of the party led by the state Chairman of the PDP, Hon Tony Aziegbemi.

He just  arrived the state Secretariat of the PDP along 1st East Circular Road with many of his followers and appointees…details later.

APC gets new acting National Chairman

The All Progressives Congress (APC) on Tuesday elevated Sen. Abiola Ajimobi to serve as its acting National Chairman after the Court of Appeal upheld the suspension of Adams Oshiomhole.

Sen. Ajimobi was the party’s Deputy National Chairman for the southern region and is a former Governor of Oyo state.

In a statement signed by party spokesman Mallam Lanre Issa-Onilu late Tuesday, the APC said its National Working Committee (NWC) had been guided by the party’s legal department in line with the provisions its constitution.

“According to Section 14.2. (iii),of the APC constitution, the Deputy National Chairman, North/South ‘Shall act as the National Chairman in the absence of the National Chairman from his zone’,” the statement said.

The Court of Appeal, earlier on Tuesday, had upheld the suspension of erstwhile National Chairman, Oshiomhole, by an Abuja High Court.

Ruling on the interlocutory appeal filed by Comrade Oshiomhole, the appellate court upheld the decision of the Federal Capital Territory High Court delivered by Justice Danlami Senchi which in March ordered the suspension of Oshiomhole as well as restraining him from parading himself as the National Chairman of the party.

Sen. Abiola Ajimobi to Serve As APC Acting National Chairman

The National Working Committee (NWC) of the All Progressives Congress (APC) has received the news indicating the Appeal Court has upheld the suspension of the Party’s National Chairman, Comrade Adams Oshiomhole by an FCT High Court pending the determination of the substantive suit.

Guided by advice from the Party’s legal department in line with the provisions of Section 14.2. (iii) of the Party’s constitution, the Deputy National Chairman (South), Sen. Abiola Ajimobi will serve as the Party’s Acting National Chairman.

According to Section 14.2. (iii),of the APC constitution, the Deputy National Chairman, North/South “Shall act as the National Chairman in the absence of the National Chairman from his zone”.

Appeal Court upholds APC nationals chairman's sack

The Court of Appeal in Abuja has upheld the suspension of Adams Oshiomhole as the National Chairman of the All Progressives Congress (APC). An FCT High Court had on March 4 granted an application by six members of the APC in Edo State suspending Oshiomhole from office.
A three member panel of justices led by the President of the Court of Appeal, Justice Monica Dongban-Mensem held that Oshiomhole’s appeal challenging his suspension was unmeritorious. This is coming on the same day Governor Godwin Obaseki of Edo State resigned his membership of the APC, after meeting with Prof. Ibrahim Gambari, the Chief of Staff (CoS) to President Muhammadu Buhari at the Villa.
Obaseki had met with Gambari over his disqualification from participating in the primary of the APC. Obaseki was disqualified by the screening committee of the APC on Friday. His disqualification was said to be due to discrepancies in his results. Obaseki and his predecessor, Oshiomhole  have been at loggerheads over the governor’s second term bid and other issues. The feud between Obaseki and Oshiomhole has polarised the party in Edo State. Obaseki asked Oshiomhole to recuse himself from the nomination processes of the primary but the party did not act on his request. The faction loyal to Oshiomhole endorsed Pastor Osagie Ize-Iyamu as its consensus candidate for the June 22 governorship primary election of the party. The Peoples Democratic Party, PDP has expressed willingness to accept Obaseki if he decides to join the party but said he won’t get automatic ticket to run for a second term. APC govs fail to rescue Edo gov A last-minute meeting convened to discuss the moves to rescue Obaseki has failed  as the National Working Committee (NWC) of the ruling All Progressives Congress (APC) yesterday said that it would go ahead with June 22, 2020 governorship primary election. The APC National Chairman, Comrade Adams Oshiomhole, fielded questions from State House reporters yesterday after a meeting with the Chief of Staff (CoS) to the President, Prof. Ibrahim Gambari. The meeting was attended by the Chairman of the Progressive Governors’ Forum (PGF) and Governor of Kebbi State, Atiku Bagudu, as well as four members of the APC NWC. Bagudu, who represented the APC governors at the meeting, did not wait while Oshiomhole was speaking with journalists after the meeting. The meeting, it was believed, discussed the fallout of the disqualification of Obaseki from participating in the state governorship primary election. Oshiomhole, who said the APC had followed all necessary guidelines and standard practice required ahead of the primary, expressed optimism that the process would be “free, fair, and transparent” and produce a candidate that would unify the party. Asked whether the APC was ready for Obaseki’s exit, Oshiomhole said: “I don’t know about exit.” On the gazette signed by Obaseki, banning political gatherings that could make direct primary possible, he said,” we will find a way round it. He is our governor. We are law abiding. But if PDP can conduct activities across 192 wards with the same law, I don’t think our governor will discriminate against his own party.”

Coronavirus: Dexamethasone proves first life-saving drug

A cheap and widely available drug can help save the lives of patients seriously ill with coronavirus.
The low-dose steroid treatment dexamethasone is a major breakthrough in the fight against the deadly virus, UK experts say.
The drug is part of the world's biggest trial testing existing treatments to see if they also work for coronavirus.
It cut the risk of death by a third for patients on ventilators. For those on oxygen, it cut deaths by a fifth.
Had the drug had been used to treat patients in the UK from the start of the pandemic, up to 5,000 lives could have been saved, researchers say.
And it could be of huge benefit in poorer countries with high numbers of Covid-19 patients.
The UK government has 200,000 courses of the drug in its stockpile and says the NHS will make dexamethasone available to patients.
Prime Minister Boris Johnson said there was a genuine case to celebrate "a remarkable British scientific achievement", adding: "We have taken steps to ensure we have enough supplies, even in the event of a second peak."
Chief Medical Officer for England Prof Chris Whitty said it would save lives around the world.
About 19 out of 20 patients with coronavirus recover without being admitted to hospital.
Of those who are admitted, most also recover but some may need oxygen or mechanical ventilation.
And these are the high-risk patients dexamethasone appears to help.
The drug is already used to reduce inflammation in a range of other conditions, including arthritis, asthma and skin some conditions.
And it appears to help stop some of the damage that can happen when the body's immune system goes into overdrive as it tries to fight off coronavirus.
This over-reaction, a cytokine storm , can be deadly.
In the trial, led by a team from Oxford University, about 2,000 hospital patients were given dexamethasone and compared with more than 4,000 who were not.
For patients on ventilators, it cut the risk of death from 40% to 28%.
For patients needing oxygen, it cut the risk of death from 25% to 20%.
Chief investigator Prof Peter Horby said: "This is the only drug so far that has been shown to reduce mortality - and it reduces it significantly. It's a major breakthrough."
Lead researcher Prof Martin Landray said the findings suggested one life could be saved for:
every eight patients on a ventilator
every 20-25 treated with oxygen
"There is a clear, clear benefit," he said.
"The treatment is up to 10 days of dexamethasone and it costs about £5 per patient.
"So essentially it costs £35 to save a life.
"This is a drug that is globally available."
When appropriate, hospital patients should now be given it without delay, Prof Landray said.
But people should not go out and buy it to take at home.
Dexamethasone does not appear to help people with milder symptoms of coronavirus who do not need help with their breathing.
The Recovery Trial, running since March, also looked at the malaria drug hydroxychloroquine, which has subsequently been ditched amid concerns it increases fatalities and heart problems.
The antiviral drug remdesivir, meanwhile, which appears to shorten recovery time for people with coronavirus, is already being made available on the NHS .
The first drug proven to cut deaths from Covid-19 is not some new, expensive medicine but an old, cheap-as-chips steroid.
That is something to celebrate because it means patients across the world could benefit immediately.
And that is why the top-line results of this trial have been rushed out - because the implications are so huge globally.
Dexamethasone has been used since the early 1960s to treat a wide range of conditions, such as rheumatoid arthritis and asthma.
Half of all Covid patients who require a ventilator do not survive, so cutting that risk by a third would have a huge impact.
The drug is given intravenously in intensive care and in tablet form for less seriously ill patients.
So far, the only other drug proven to benefit Covid patients is remdesivir, which has been used for Ebola.
That has been shown to reduce the duration of coronavirus symptoms from 15 days to 11.
But the evidence was not strong enough to show whether it reduced mortality.
Unlike dexamethasone, remdesivir is a new drug with limited supplies and a price has yet to be announced.

Edo State Deputy Governor dumps APC



Following his boss’ footsteps, the Deputy Governor of Edo State, Rt. Hon. Comrade Philip Shaibu has resigned from the All Progressives Congress (APC).

In his resignation letter addressed to the Ward Chairman, APC Ward 11, Etsako West Local Government Area, he said, “I write pursuant to Article 9.5 (i) of the Constitution of the All Progressives Congress (APC) to formally resign my Membership of the All Progressives Congress and to inform you of my formal withdrawal from all or any of its proceedings and processes whatsoever.

“Please note that this resignation takes immediate effect,” he added.

A statement issued by his Special Assistant on Media, Benjamin Atu quoted Shaibu as saying in the letter that “It is with great pain that I am leaving the All Progressive Congress (APC), I helped and laboured to build as a result of the reckless and absolute lawlessness of Comrade Adams Oshiomhole – the suspended National Chairman of APC.“His undemocratic and dictatorial tendencies exhibited at all times have become intolerable. “The APC has been hijacked for some Personal and selfish interests of an individual, Comrade Adams Oshiomhole.

“The height of it all was his highhandedness and intolerant conduct at the APC screening exercise.

“I believe that the President of our great country will be very sad at this development but I am left with no other choice than to take my political destiny in my hands. Hence, my resignation from the party.”

The governor announced this on Tuesday after meeting with President Muhammadu Buhari at the Presidential Villa in Abuja.

Naira Marley lands airline operator in FG's trouble


The Federal Government has suspended the operations of a private jet charter and aircraft maintenance firm, Executive Jet Services, for flouting COVID-19 regulations by flying Musician, Azeez Fashola aka Naira Marley, to Abuja to attend a concert.

This was disclosed on Monday by Mr Hadi Sirika the Minister of Aviation, during the Presidential Task Force briefing in Abuja.

In his brief, the minister stated that the supposed aircraft which was supposed to be used to fly an Appeal Court Judge, Justice Adefope Okogie, from Lagos to Abuja, was inappropriately used for conveying Naira Marley.

Mr Sirika said the Executive Jet Services has been suspended indefinitely, adding that they will not escape the arms of the law.

He also assured that more stringent regulations will now be put in place to ensure that there are no loopholes in the aviation sector.

Lawmakers exchange blows during plenary

Some Kaduna lawmakers exchanged blows over the impeachment of the Deputy Speaker, Mr Mukhtar Hazo. Following Hazo’s impeachment during plenary, the lawmakers elected the member representing Kauru Constituency, Mr Isaac Auta, as the new deputy speaker. His impeachment notice was signed by 24 members of the assembly.
Before he was removed from office, there were speculations of an alleged plot by seven members of the House led by the former deputy speaker to impeach the Speak, Yusuf Zailani. However, lawmakers in support of the former deputy speaker exchanged blows with other members in the process of trying to remove the mace of House after the impeachment.
In his reaction, the Speaker told Channels Television that the impeached deputy was the architect of his own misfortune. Zailani accused Hazo of conniving with other lawmakers to remove him as the speaker, claiming that the former deputy speaker also committed other infractions that were against the rule of the House.
Earlier, some policemen and other security operatives stormed the Assembly Complex over the plot to impeach the speaker who was elected into office on February 25. Some lawmakers who were not happy with his style of leadership were said to have perfected plans to impeach him during plenary.
In order to forestall any breakdown of law and order, all entrances leading in and out of the complex were barricaded by the security operatives.

Nigerian governors declare state of emergency on rape

The Nigeria Governors Forum, NGF, has agreed to declare a state of emergency on sexual and gender-based violence against women and children. They also renewed commitment to ensuring that offenders face the full weight of the law. This was contained in a communique signed by the Chairman of the NGF, Dr. Kayode Fayemi, after the forum’s 10th COVID-19 teleconference meeting held on Wednesday. The communique was issued in Abuja, on Thursday.
Governors agreed to, “Declare a State of Emergency on Sexual and Gender-based Violence. Governors strongly condemned all forms of violence against women and children and committed to ensuring that offenders face the maximum weight of the law;
“Call on State Governors that have not already domesticated relevant gender-based protection laws to domesticate the Violence Against Persons (Prohibition) Act, the Child Rights Act and the updated Penal Code to increase protection for women and children and ensure speedy investigation and prosecution of perpetrators in addition to creating a sex offenders register in each State to name and shame.”

PRESS BRIEFING BY PLATEAU STATE GOVERNOR ON EASE OF COVID-19 LOCKDOWN

PRESS BRIEFING BY EXECUTIVE GOVERNOR OF PLATEAU STATE, HIS EXCELLENCY RT. HON. (DR) SIMON BAKO LALONG, CHAIRMAN OF PLATEAU STATE TASK FORCE ON COVID-19 ON EASE OF LOCKDOWN 11TH JUNE 2020.
PROTOCOLS
1. Gentlemen of the press, you will recall that I addressed you on several occasions on our efforts to combat the Corona Virus pandemic and ensure that our people are protected.

2. You will also recall that we took several actions ranging from closure of schools; closure of boundary entry and exit points; partial and total lockdowns; restriction of religious gatherings to not more than 50 persons; ban on all anniversaries and cultural festivals; enforcement of social distancing and other hygiene protocols among others. 

3. All these were geared towards ensuring that we contain the disease and effectively deal with its impact. While these measures have greatly helped, there is no doubt that they have caused hardship to all of us.

4. Let me specially commend the good citizens of Plateau State for their cooperation and substantial compliance to all guidelines issued in our efforts to combat the pandemic despite inconveniences. With this type of spirit, we shall surely overcome this pandemic in the long run.

5. So far, we have tested 2,032 persons for COVID-19 in the State. Out of this number, 130 were confirmed positive. We recorded 3 deaths which unfortunately occurred before their test results were confirmed.

6. At the moment, we have 26 persons still on admission and have discharged 99. There are 35 persons of interest at our quarantine centres in Pankshin, Quaan-Pan, Heipang and Mangu. 

7. Following the recent release of guidelines by the Presidential task Force on COVID-19 on the gradual easing up of the Lockdown measures and subsequent call for States to take ownership of the processes, the Plateau State Government organized a 2-day Community and Stakeholders engagement from 8th – 9th June, 2020 with a view to evaluating the COVID-19 protocols for the State.

8. The engagement was also intended to get the views, opinions, experiences, advices and suggestions of the various stakeholders in order to assist Government review the existing Protocols and make necessary adjustments for the overall success of the fight against COVID-19.

9. Some of the stakeholders that participated in the interface included: CAN, JNI, Marketers and Traders Association, NURTW, Union of Tricycles Operators, Hotel, Recreational and Catering Services Association, Plateau State Traditional Council, NLC, TUC, NUJ, NBA, NMA, National Association of Nurses and Midwives and other professional Health Workers, PIDAN, NCWS and Plateau Youth Council.
10. Based on the outcome of such engagements and after critical review, Government has taken the following decisions:

i. The Lockdown earlier imposed in the State from Sundays to Wednesdays is hereby lifted until further notice.
ii. The curfew imposed by the Federal Government from 10pm – 6am will continue to be observed until further directives are issued.
iii. There shall be no entry whatsoever, into public offices, banks, markets, stores, tricycles and vehicles without wearing facemasks. Violators of this order will be arrested and taken before the mobile courts.
iv. Cultural festivals, anniversaries and large-scale gatherings remain banned.
v. Ban on commercial motorcycles will remain in force, except Dispatch Riders and other essential service operators.
vi. The ban on illegal Sunday markets on Ahmadu Bello Way, and Bukuru Metropolis remains in force.

vii. Churches and Mosques with large spaces shall be allowed to accommodate more than 50 worshippers under strict observance of the use of facemasks, social distancing, hand washing, use of infrared thermometers and use of sanitizers.
viii. While detail outlines on compliance shall be provided, let me emphasized that all public places like Markets, Shops, Hotels, Restaurants that fail to comply with the hygiene or sanitation regulations, social distancing as well as use of facemasks shall be penalized and where appropriate, bear any cost or penalty as would be specified.
ix. All public places like Markets, Shops, Hotels, and Restaurants that fail to comply with the hygiene or sanitation regulations, social distancing as well as use of facemasks shall be shut down and the owners prosecuted.
x. The Head of Civil Service has been directed to work out modalities for the resumption of other category of civil servants who have been working from home.
xi. While the Lockdown is relaxed within the State, inter-state borders shall remain closed with greater enforcement.
xii. All Schools are to remain closed.
xiii. As we ease the lockdown, citizens are strongly advised to participate in mass community testing which will be carried out in the State to avoid further spread of the virus.

11. In order to ensure effective and sustainable implementation of the decisions above, a Monitoring Committee consisting of Government officials and leadership of critical stakeholders will be constituted to ensure that there is compliance to the guidelines.

12. For the avoidance of doubt, Government would not hesitate to close down any market, business premises, and motor park that does not adhere to these protocols. Similarly, any community that violates any of the protocols would be isolated and locked down.

13. Government will step up sensitization and advocacy campaigns as well as deploy Risk Communication Experts who will be engaged in door-to-door campaigns in various communities as a means of continuous engagement with the citizens.

14. At this point, I wish to remind all citizens that the responsibility for staying safe and avoiding COVID-19 infection or spreading it is now in the hands of each one of us. People must take charge of their health and act in a manner that guarantees the health of others.

15. This is not the time to be careless or take the virus for granted. COVID-19 is still a highly infectious and deadly disease that may not go away soon. 
It is therefore imperative for the people to change their life styles and adapt to the new reality.

16. Let me use this opportunity to also speak about the issue of palliatives which has generated attention and has equally been a source of misinformation, fake news and character assassination.
17. The Committee under the leadership of the Deputy Governor has completed the first phase of distribution which targeted the most vulnerable groups such as orphanages, persons living with disabilities, widows and 5 vulnerable households per polling unit. The second phase will soon commence with more vulnerable groups captured.  

18. Therefore, you should disregard the fake news on the social media claiming that few palliative items were given to entire areas with large populations. Anybody spreading such information is deliberately misleading the public and also trying to incite the people against government. Those who insist on this mischief should be ready to account for their actions. I have repeatedly explained that the palliatives are not for everybody but for those who are most vulnerable and weak.







19. Finally, I wish to thank all stakeholders including security agencies, traditional and religious leaders, community leaders and professional organisations, private sector organisations, Members of the National and State Houses of Assembly, and above all, the media for their sacrifices through this challenging period.

COVID-19: GOVERNOR LALONG LIFTS PLATEAU LOCKDOWN

The chairman Plateau State covid-19 task force Rt. Hon. Simon Bako Lalong the executive governor of plateau state has clearly said the total lockdown imposed in the state is hereby lifted till further notice, and all inter state borders remains closed, schools remains closed, use of face masks in fully enforced and not more 50 persons remain so and any religious body that violates the order will be prosecuted and charged appropriately, and all markets most adhere to government safety measures and directives as government will commerce mass testing all over the state.

Bill To Protect Rape Victims Passes Second Reading At Senate

The Senate is enacting critical legislation to protect victims of rape against any form of stigmatization in the country.

The bill, titled ‘Rape and Insurgency Victims Stigmatization (Prohibition) Bill 2019’, scaled second reading during Wednesday’s plenary session.

The bill provides for the prosecution and punishment of any person or group of persons who stigmatizes such victims.

Leading the debate on the bill, the Sponsor of the legislation, Senator Mohammed Musa, said if passed into law, the bill will encourage victims of rape to testify in court and also ensure the re-integration of victims of insurgency into the community of their choice.

Senator Musa said the conditions most victims of rape are exposed to are traumatic and blames this on what he describes as the ineptitude of the Nigerian justice system.

Senate President, Ahmad Lawan, has referred the bill to the Committee on Judiciary, Human Rights and Legal Matters for further legislative work.

The Committee, which is chaired by Senator Michael Opeyemi Bamidele (APC – Ekiti Central), is expected to submit its report back to the Senate in four weeks.

“Presently, rape is now a common phenomenon and occurs worldwide. In fact, available data suggests that in some countries one in five women report sexual violence or being raped by an intimate partner and up to a third of girls report forced sexual initiation. This also cuts across diverse age range of victims ranging from young toddlers and children to even older victims aged 70 years old, with over seventy percent of the victims under 19.

“The bill is to provide for the legal and institutional framework for the protocol for re-integration of victims of rape and insurgency in Nigeria. If this bill is passed into law, it would certainly provide a new lease of life for victims of rape and insurgency in the country”, Musa said.

The lawmaker who bemoaned the trauma which most victims of rape suffer and are exposed to in the country, blamed the development on what he described as the “ineptitude” of the Nigerian justice system.

“The justice system in Nigeria is incredibly inept and for rape cases, this is even more traumatic,” Musa said. “A rape victims goes to the police to report and the policeman or woman tells the victim to go and sort it out at home as it is a domestic case. And the consequences of such act is that the victim is left at the mercy of the society without any protection.

“This sort of stigma has prevented many survivors from reporting abuse and seeking justice. Victims of insurgency and other violent acts needs this kind of laws that will not only promote gender equality, the empowerment of women and girls as fundamental to all efforts to prevent and address sexual violence, but also progressively uplift such victims.”

He added: “We are all living witnesses to the upsurge of the criminality of rape and the destruction of lives been perpetrated by those coward criminals in our communities, coupled with the fact that our country has an extremely low conviction rate for rape and sexual abuses despite the increase in violence against women in recent years”, he added.

Buhari shocked by recent killings in the North East

Following news of one of the most brutal terrorist attacks on innocent people emerging from the Northeast, President Muhammadu Buhari has said he is deeply shocked by the brutal killing of tens of people by the Boko Haram/Islam in West Africa Province (ISWAP) in Gubio village, Borno State.

The President, who is still expecting a detailed briefing by the Governor, Professor Babagana Zulum on the outcome of his visit to the affected communities, said the “primordial nature of the killings is particularly shocking because it happened not long after the Ramadhan and Eid, and the country is preparing to celebrate the Democracy Day.”

In condemning the incident, President Buhari charged the armed forces to sustain their recent string of successes against the terrorists to extract a heavy price from the attackers, and bring back all those they kidnapped as well as the large number of cattle rustled.

He also expressed the sincere condolences of the government and people of Nigeria to the bereaved families, communities and the government and people of Borno State.


Man rapes 40 women in a town within 12 months

The Kano State Police Command has arrested a 30-year- old man who raped about 40 different women in one town within a year.

Spokesman of Kano Police, DSP Abdullahi Haruna, confirmed the arrest.

He said one Mohammed of Kwanar Dangora village confessed his victims were young girls, married and old women.

”It is true. We have him in our custody. We are parading him soon.”

On how the suspect was arrested, he said he sneaked into a house to rape a girl but the mother raised an alarm, which forced him to escape.

He was however caught by neighbours, who gave him a hot chase after a woman caught him in her children’s room in Dangora town of Kano.

Haruna said during interrogation the suspect confessed he raped about 40 women, including old women in the village in one year.

He said the suspect has been transferred to Criminal Investigation Department, (CID) for discreet investigation.

A chief of the town, Ahmadu Yau, said the arrest was a welcome development.

COVID-19: INTERSTATE MOVEMENTS MIGHT RESUME SOON- PTF

There are indications that the ban on interstate movement across Nigeria would be lifted on June 21.

The National Coordinator of the Presidential Task Force (PTF) on COVID-19, Dr. Sani Aliyu, gave the hint on Tuesday, noting that once domestic flights resume, it would not be ideal to maintain the ban on interstate travel.

Domestic flights are expected to resume on June 21. The interstate borders have been closed since March to curtail the spread of COVID-19.

However, there have been reports of the failure of this measure. Security agencies saddled with the responsibility of ensuring compliance have been accused of aiding motorists to flout it.

But responding to a question during the PTF’s 39th joint national briefing on Tuesday, Aliyu said the ban on interstate travels still remains in place with the exception of movement of agricultural produce, petroleum products, manufactured goods and essential services.

Clarifying the issue, Aliyu said: “When we say from June 21, we mean that we are preparing the aviation sector towards that date.

“That date may not necessarily be June 21; it could be June 26, 28, or even July 1. “It depends on whether or not they are prepared.

“So we are giving them a time frame of three weeks to start preparing for domestic flights.

“Once we open up the skies to domestic flights, then we would have to review the arrangements regarding interstate travel because you cannot have a ban on interstate travel and you have people flying from one state to another.

“We are giving an opportunity for the aviation sector that is heavily regulated to make sure that they start getting their acts together so that airports open up in a safe way.”

Also, the Minister of Aviation, Hadi Sirika, said that the date for resumption of international flights would soon be released. The minister said industry stakeholders should start developing protocols towards flight resumption.

“The aircraft has been parked for three months, we have to ensure that within now and that time, these airplanes are good and safe to fly,” he said.

He also explained that pilots and other members of the cabin crew would be required to undergo medicals and have their licenses renewed ahead of the planned resumption.

STAY AWAY FROM CHURCHES AND MOSQUES IF YOU ARE ABOVE 55

FROM the Federal Government on Tuesday came an advisory to Nigerians: If you are 55 years old and above, avoid churches and mosques.

Those with health conditions such as diabetes, cancer, HIV, among others, are also enjoined to stay at home to worship, the government added.

It noted that the advice was necessary because places of worship have been recognised as a major avenue of potential spread of Coronavirus.

The government stated this through the Presidential Task Force (PTF) on COVID-19 Control. It released the guidelines for states to follow in discussions with religious leaders before the reopening of churches and mosques for worshippers.

The government said the protocols made available would be the baseline which the states are not expected to go below while firming up agreement with religious leaders.

Nigerians have been pressuring the government to reopen worship centres in spite of the spike in COVID-19 positive cases, leading to easing of restrictions on religious centres.

The PTF National Coordinator, Dr. Aliyu Sani, who announced the guidelines said religious centres should keep a record of attendees.

Dr. Sani said this would allow for contact tracing in the case of virus spread.

He urged worshippers experiencing common symptoms of COVID-19 to stay away from churches and mosques.

He said: “We are strongly advising vulnerable individuals such as those with underlying conditions like diabetes, cardiovascular disease, HIV, cancer and those above the age of 55 years to please stay at home and consider remote participation or non-contact attendance.

“When we look at the death rate for persons who have died from COVID-19 in Nigeria, the case fatality rate; more than half of those that died were above the age of 50.

“Secondly, the case fatality rate if you are above the age of 50, is 17 per cent. If you are above the age of 55, it is 18 per cent. It is almost a one in five chances of dying if you catch COVID-19 and you fall within that group.

“Worshippers should be reminded not to attend in person if experiencing common symptoms of COVID-19, including fever, cough and shortness of breath or have had close contact with an infected person in the last 14 days.

“All worshippers noted to have temperature or are symptomatic should be turned back and not allowed admission.

“Places of worship should ideally keep up to date record of their staff including contact details and if possible, a record of attendees of church services for instance or a even small mosque to enable contact tracing in the event that somebody comes up positive.

“Considering the dangers posed by the pandemic, we strongly recommend that religious visits to homes by religious clerics should be discouraged.”

The national coordinator said: “It is important to note that due to the nature of religious congregations, places of worship are particularly recognised to have a major potential for spreading COVID -19 infection among worshippers and this has been clearly demonstrated in several outbreaks globally linked to religious gatherings.

“Places of worship that are unable to comply with these measures should not be allowed to operate by state governments.

“Churches are to open from 5am and close by 8pm. Each service should be for a maximum of one hour with an interval of 20 minutes in-between services to allow time for disinfection.”

He said the task force will not hesitate to shutdown religious centres if they fail to comply with the protocols developed for their reopening.

“These guidelines provide a baseline for the states to then develop their own policies specific to their areas depending on the prevalence of COVID-19, depending on whether or not people are likely to follow and comply fully.

“But we will be reviewing these guidelines from time to time and we will definitely review them if it looks like we are having issues with regards to this relaxation and I plead with the public to understand with us but more importantly, continue to stay safe.

“It is better to stay at home and worship than to go into a place of worship,” he emphasised.

Sani reminded Nigerians of the dangers posed by the virus, noting that now is not the time to relax measures against the pandemic.

“Let me make some clarifications because I understand there has been a lot of concern nationwide about the opening of places of worship.

“There is no doubt that COVID-19 is still around, there is no doubt that it is safer for you to stay at home and there is also no doubt that it is safer for you to worship at home.

“The PTF is providing safety advisory or guidance in the event that you need to upgrade your spiritual needs and you cannot do it at home but we are not making recommendations that people should go to places of worship but if they chose to, we are providing advisory to enable them to do so safely.

“COVID-19 has not gone away. You only need to look at the numbers. We are in the exponential stage of the illness. We have moved as a country right up to the third position in Africa and because of our population we could also move to the second position or even the first.

“So now is the time to continue to take precautionary measures. Now is not the time to relax. I hope I have made that clear.

“In view of the widespread community transmission of COVID -19, it is important that places of worship operate in a safe manner to ensure the protection of public health, avoid outbreaks and safeguard the health of vulnerable members of the population.”

COVID 19: FG RELAXES BAN ON WORSHIP PLACES, BANKS TO NORMALIZE SERVICES

REMARKS BY THE CHAIRMAN, PRESIDENTIAL TASK FORCE ON COVID-19 AT THE NATIONAL BRIEFING OF MONDAY, JUNE 1, 2020

PROTOCOLS
I welcome you all to the National Briefing for Monday 1st June, 2020.

  1. When the PTF briefed the nation on Monday 18th May, 2020, we informed you that Mr. President had approved amongst others, the extension of phase one of the eased lockdown so that the observed gaps in the expected impact of the National Response could be closed and the gains consolidated. That action was based on the Guidelines developed and published by the PTF, working in collaboration with sub-national entities and key stakeholders.

3.​The PTF also announced the extension of the lockdown of Kano State due to the need to address the peculiar circumstances that had arisen in that state.

4.​During the two weeks extension, the PTF evaluated the COVID-19 situation in the country after which it submitted a Report to Mr. President as promised last week.

5.​Ladies and gentlemen, despite partnerships, injection of resources and collaboration, the COVID-19 has continued to ravage the world in very many ways. It has also continued to spread and claim casualties. The global figures recorded as at Sunday, 31st May 2020 had risen to 6,407,451 confirmed cases, 2,862,610 recoveries and 377,834 fatalities across 216 countries and territories of the world.

6.​The global epicenter of the pandemic has shifted from China to Europe, then to the United States of America and is now showing significant impact in South and Central America. This shift to South America with virtually similar climatic and demographic similarities with Africa, is a cause for concern when we consider the fact that earlier projections pointed to Africa as likely to be the worst hit continent, by the pandemic.

7.​In Africa, confirmed cases stood at 146,568 while 64,080 cases had recovered and 4,222 fatalities were recorded as at Sunday, 31st may, 2020.

8.​Reports have shown that there are lesser number of confirmed cases than expected across the African Continent. Countries have continued to record significant daily increases, capable of overwhelming our fragile healthcare systems if there is a consistent surge. This calls for caution, planning, multi-sectoral investment in institutional and human capacity, scientific and methodical approach as well as citizens commitment to the control of the pandemic.

9.​As at midnight on the same day (Sunday, 31st May, 2020), Nigeria had recorded 10,162 confirmed cases of COVID-19, 3,007 discharges and 287 deaths. Significantly, Nigeria recorded 553 new cases on Saturday, 30th May, 2020 representing the highest single day numbers, ever.

10.​ Nigeria’s national response has continued to rely on science, data, experiences drawn from other nations and consideration of our peculiar environment to address the pandemic, while observing the guidelines issued by the World Health Organization (WHO).

  1. ​While reviewing the impact of previous measures and the first phase of the eased lockdown, the PTF prioritised the following aims:

i. Ensuring a cohesive, exhaustive and data-driven policy to guide the opening up of the country;

ii. Putting in place procedures for the effective review of the country’s reopening policy;

iii. Mitigating against our health system being overwhelmed by a series of sustained outbreaks;

iv. Maximising the impact of non-pharmaceutical interventions on COVID-19 control; and

v. Minimising the negative and social effects of the non-pharmaceutical interventions.

12.​Similarly, the PTF adopted the following guiding principles to ensure that the response is robust and holistic:

i. Utilisation of data systems to assess risk, measure response performance, and evaluate progress;

ii. Application of non-pharmaceutical interventions in a measured and step-wise manner (e.g. using 2-week intervals to identify adverse effects);

iii. Narrowing the focus of non-pharmaceutical interventions with significant side effects (e.g. business closures, stay at home orders) to targeted areas for effectiveness and impact;

iv. Development of systems for the protection of vulnerable groups;

v. Prioritisation of risk communication and community engagement with emphasis on community involvement and ownership; and

vi. Encouraging States to fund activities (contact tracing, sample and data collection, etc.) that support the control of COVID-19 thereby generating data to aid decision-making.

13.​The PTF, in reaching its conclusions and making recommendations for next steps of the response, remained mindful of the following important socio-economic issues:

i. impact of COVID-19 on the global economy and all national economies;

ii. pain and hardship brought upon the poor & vulnerable, the aged, the sick, people living with disabilities, and particularly those whose survival depend on their daily earnings;

iii. impact of the closure of schools and tertiary institutions;

iv. avoidable death of citizens occasioned by the decline in the level of availability of medical services to citizens due to closure of medical facilities, rejection of patients by hospitals and fear of stigmatization; and

v. the level of infection of frontline workers and its implications for the national response.

16.​From the economic development, security and social cohesiveness perspectives, the PTF also worked closely with:

i. The Economic Sustainability Committee under the Chairmanship of the Vice President;

ii. The Central Bank of Nigeria (CBN) promoting the development of stimulus packages for different categories of SMEs, farmers, businesses, etc;

iii. The Federal Ministry of Humanitarian Affairs, Disaster Management and Social Development working to enlarge the database of some of the Social Intervention Programmes (SIPs) for inclusiveness;

iv. The Federal Ministry of Labour & Employment charged with the mandate to organize the Special Pubic Works Intervention capable of employing one thousand youths from each of the 774 LGAs in the country;

v. The Federal Ministry of Agriculture & Rural Development on the mobilization and technical support to farmers for the planting season as well as unrestricted movement of food and other agricultural produce;

vi. The Federal Ministry of Education for the development of guidelines and protocols for safe reopening of our schools;

vii. The Security Agencies for the enforcement and protection of lives and property;

viii. Professional bodies, Civil Society Organisations, the Labour Sector, trade associations, religious and traditional leaders;

ix. The Nigeria Governors Forum; and

x. The National Assembly.

17.​The PTF has taken into consideration the advisory of the World Health Organization on the need to do the following when planning to ease a lockdown:
i. balance lives and livelihoods,

ii. follow a slow and phased approach that is data driven;

iii. apply Public health measures in every community and at every phase of the response (i.e. surveillance, case finding, testing, isolation, tracing and quarantining contacts.); and

iv. evaluating the economic and social aspects of the society, which will play a role in progressing or hindering any efforts for the response.

18.​It is the consideration of the PTF that while Nigeria’s confirmed cases have increased in the period under review, the following factors should inspire confidence in the response:

i. Majority of the confirmed cases are in a handful of local governments in the country;

ii. 20 out of the 774 LGAs nationwide account for 60% of the cases (see map below);

iii. There is an opportunity to concentrate efforts in these high-burden areas;

iv. Federal agencies and State Governments are working together on the promotion and utilisation of guidelines on case management (e.g. homecare for relatively well patients);

v. There is increased capacity to detect, test and trace those infected with the virus;

vi. 29 testing laboratories have been activated, with Bauchi being the latest addition while the test count nationwide has exceeded 60,000; and

vii. A shift in focus to community engagement and enhanced risk communication.

NOTE: NCDC to list the names of the 20 LGAs
19.​Notwithstanding the foregoing, the PTF considers it necessary to restate to Nigerians that:

i. Nigeria has not reached the peak of confirmed cases;

ii. The battle against COVID-19 is a long term one;

iii. Nigeria should pursue a strategy that will aid the sustainable control of the spread of the disease;
iv. Risk communications and community engagement should remain top priority; and

v. Precision approach to containment and management should be adopted

20.​Based on the overall assessment, including available data on the public health considerations and resultant economic impacts, the PTF is of the opinion that Nigeria is ready to allow SCIENCE and DATA determine her cautious advancement into the second phase of the eased lockdown for a period of four (4) weeks.

  1. ​After considering all factors mentioned above, the PTF submitted its recommendations and the PRESIDENT has approved the following for implementation over the next four weeks spanning 2nd – 29th June, 2020, subject to review-:

i. Cautious advance into the Second Phase of the national response to COVID-19;

ii. Application of science and data to guide the targeting of areas of on-going high transmission of COVID-19 in the country;

iii. Mobilisation of all resources at State and Local Government levels to create public awareness on COVID 19 and improve compliance with non-pharmaceutical interventions within communities;

iv. Sustenance of key non-pharmaceutical interventions that would apply nationwide and include:
a) Ban of gatherings of more than 20 people outside of a workplace;
b) Relaxation of restriction on places of Worship based on guidelines issued by the PTF and Protocols agreed by State Governments
c) Managed access to markets and locations of economic activity to limit the risk of transmission;
d) Ban on inter-state travels except for movement of agricultural produce, petroleum products, manufactured goods and essential services;
e) Mandatory use of non-medical face masks in public places;
f) Mandatory provision of handwashing facilities/sanitisers in all public places;
g) Extensive temperature checks in public places;
h) Maintaining 2 metres between people in public places;
i) Strengthening infection prevention and control at healthcare facilities;
j) Isolation of vulnerable populations (elderly and those with underlying health conditions)
k) Massive information and education campaigns.​
v. Deepening of collaborative efforts with the community leaders, civil society, faith-based organisations, traditional institutions, etc;
vi. Continuous mobilisation of State governments to take up greater role in the implementation of the guidelines and advisories provided by the PTF;

vii. Continued provision of support by the NCDC to States through guidelines to shape decision-making in responding to high burden LGAs and Wards; and
viii. Easing the total lockdown of Kano State and introduction of Phase One of the Eased Lockdown.

22.​Ladies and gentlemen, this is still a fight for life and our advancement to phase two does not mean that COVID-19 has ended. It is still potent and highly wasteful of human lives. I implore all Nigerians and corporate citizens to take responsibility and play the expected role.

  1. ​I will now invite the Hon Minister of Health to provide you with details. The DG – NCDC will elaborate on the technical aspects of the next steps while the National Coordinator will expatiate on the guidelines before it is published.

Kidnapped Victims, AK 47 Rifle and Live Ammunition Recovered from Suspected Kidnappers by Plateau Police Command

PLATEAU STATE POLICE COMMAND PRESS RELEASE 

 Police operatives arrested a suspected kidnapper, recovered  one AK 47 riffle,  29 rounds of live ammunition  and rescue of two kidnapped victims.

Gentle men of the pen  profession, as part of our core mandate to protect lives and properties,  the Plateau State Police Command has recorded some milestones  of achievements under the leadership of CP Edward Egbuka. 

1. On 16/5/2020 at about 0030hrs, the Command received a distress call  at road 6 University  Senior staff quarters  Jos where some hoodlums entered the house of one Dr. Nandi Drenkat 'm' a lecturer with the University of Jos where he was shot and his six years old daughter was kidnapped. 
Immediately  the Command received  the information, on the same date at about 0530 hours, a combined team of conventional  police men, mobile men, operatives from anti kidnapping unit, vigilante group  and hunters were deployed to the hilly  areas  where the kidnapped victim was suspected to have been kept, scene was thoroughly cumbed and in the process,  the kidnappers were sighted on the hill and there was a gun duel between the operatives and the kidnappers. In the process one of the kidnappers name Ali Mohammed 'm'  of Narabi was shot on his right leg and was  arrested with one AK 47 rifle with breach Number  1984/AP 0240, 29 rounds of live ammunition was also recovered from him. A kidnapped victim name Chiboze Joseph 'm' was rescued unhurt while other bandits fled with blood injuries. 
On interrogation,  the suspect confessed to the crime.  Case under investigation and will be charged to court as soon as possible. 

2. Furtherance to the incident above,  the teams of operatives were relentless and at about 1600 hours they extended their search for the last kidnapped victim to Babale mountain, Jos north LGA and on sighting the combined  teams,the hoodlums opened fire on them, the teams overpowered the hoodlums  which led to the rescue of the kidnapped victim Joanna Drenkat 'f'six years old unhurt. 
Manhunt for the fleeing suspect  continues. 
The Commissioner of Police is soliciting for useful  information  from members  of the public to aid in the arrest  of the fleeing suspects.
